 What is the new freon or difference?
In 2010 the production of R-22 freon units will be fazed out. R-22 to refill systems will be available for a few more years. It is going to cost more and more as time goes on for those refill bottles. The new freon is less hazardous to our Ozone, it is R-410A. It works basically the same, the pressures are different but cools more efficiently.

What does SEER stand for or mean?
SEER is the indication of the efficiency rating. It stands for "seasonal energy efficiency rating". The number before it designates how high of the efficiency it is. Example, 13 seer, is the basic lowest model that you can purchase as of 2007. They go up as high as 21 seer. The higher the number the less you pay in utilities bills. The units do cost more as you go up in that number.

Most units that are older are a 10 seer. Also, the older the unit the more amps it pulls to run. It may still be cooling but just cost a lot more. Today's new units could save you thousands.
